A test of Divinity - Part I - Contact - Chapter 5

- Dear representatives of the world's nations - the Frenchman deliberately used this general salutation rather than elite guests lists first, then less elite and finally common citizens, to highlight the building of a society where differences are not so important - I have the honor to open this first ceremony of its kind in history, which marks the end of the current for millenniums bloody evolution of humanity and the start of a new era that will reveal exceptional horizons.
Ten years ago the United Nations unanimously decided a World Federation to be established, to end the  hostilities between nations and to unite the efforts of mankind for accelerated prosperity. Five years ago, it finished the drafting of the  new constitution. Two years ago it was ratified by the last needed state. Six months ago, have taken an oath the deputies of the Legislative Assembly. Four months ago the same have made the Magistrates of the Judicial Council and some executive officials. Now we are at the last procedure of the process.
As Chairman of the Electoral Commission and by the power delegated by UN I declare that on the elections held on January 4, 2048 the Humanity with 80 percent of the votes has elected Mikhail Vasilievich Kotov, born May 3, 2002 in Moscow, a President of Earth. On the basis of Article 8 of Resolution 234/2038 of the United Nations, the President shall within four weeks after the election take an oath that will put the Constitution into force, will disband the United Nations will launch the new government institutions.
At this point I invite Mr. Kotov on the platform to meet his legal rights and obligations.
The curtain at the back of the stage was moved and there came a group of nine people arranged in three rows of three. In the center was only one dressed in civilian clothes, and around him eight were armed to the "teeth" and wore like ancient legionaries huge shields, which formed a sort of four walls. Over the head of the civilian the soldiers had specially prepared a transparent umbrella of bulletproof glass.
For the few seconds while the procession moved to Leblanc, on the scene appeared fifty commandos that stationed themselves around the edges and a helicopter hovered only thirty feet above their heads. A military with colonel epaulets stood meters away from the committee chairman.
When the nine reached the podium, the one who stood before Kotov moved next to the colonel and the others crouched, holding shields assembled in the transparent wall. Only the soldier left behind remained standing, because he had to hold both his shield and the  umbrella.
The Frenchman was informed of the uncontrollable from security point of view situation, so without wasting any time he started with the procedure:
- Mikhail Vasilievich Kotov, three weeks ago the mankind has chosen you as its President. Can you here today - in front of the the representatives of all races and nations, confirm your willingness to take the responsibility?
- I confirm - Russian replied.
- Can you guarantee that you will be a President of all people equally and not be influenced in your decisions by the natural and social differences formed between people?
- I guarantee.
- Can you promise that you will not abuse of your power, and also will not try to perpetuate in office by unconstitutional means and will do everything needed to prevent others from abusing with power?
- I promise.
- Are there in your past life or do you expect in your future life, any facts that could prevent good, conscientious and optimal performance of assigned to you responsibilities?
- None.
- Are you informed and do you agree that everything you say now has an official value and you take real obligations, the breach of which can lead for you to be removed from office and put on trial?
- I am informed and I agree.
- This is the oath sheet - Leblanc took a paper document from his folder - It contains the answers of the questions you just answered, and also the text of the oath. Before you pass, you must read and sign it.
Kotov took the paper and for a minute stared at it. Then he wrote his name at the bottom and gave it back to the Chairman.
- Now you have to stand facing the sun to raise a hand to him, and the other must point to Earth - Frenchman said. This pose was a substitute of the tradition of previous oaths with hands on some kind of holy book, which was considered too divisive because of the association with a separate nation or religion. On the other hand, the Sun and the Earth, respectively symbolized the energy and the matter, ensuring the existence of life.
Kotov turned west and raised his right hand forward. Luckily the heavenly light was at sunset and gesture bore little resemblance to the fascist salute a century ago. What would happen, however, when any of the following oaths is held in the middle of the day - thought for a moment the chosen. His left hand remained pressed against the body simply snapped.
- Repeat after me - said Leblanc and started reading from the just signed sheet - I swear in the name of humanity ...

- I congratulate you, Mr. President, I wish you success in the five years of responsibility - Leblanc stretched  his arm to Kotov, who shook it, smiling. Then the chairman of the electoral commission turned to the got in applause and shouts of people:
- Representatives of the united world - he said - I give the word to the President Mikhail Kotov for his first speech.
The cordon took a few steps and transparent walls moved around the microphones. They were not needed, since the receiver hanging on the coat could do the same job, but the rostrum was a symbol that had to be respected.
